Bilateral Relations

Canada and Uruguay established diplomatic relations on March 11, 1948, the date on which Dr. César Montero Bustamante, Uruguay's Envoy Extraordinary and Minister Plenipotentiary to Canada, presented his Letters of Credence to the 17th Governor General of Canada, The Viscount Alexander. Dr. Montero was the first Uruguayan ambassador to Canada based in Ottawa. He had previously visited Canada in 1936 to sign a trade agreement with Prime Minister William Lyon Mackenzie King. In 1953, Canada appointed its first ambassador to Uruguay, who was based in Buenos Aires, Argentina. Uruguay is represented in Canada by its Embassy in Ottawa, which also includes a Consular Section. Additionally, there are two General Consulates of Uruguay located in Montreal and Toronto, and two Honorary District Consulates in Truro and Vacnouver.

Bilateral relations between Canada and Uruguay are built upon shared values and interests. Our countries also are members of many hemispheric and global organizations. Canada and Uruguay are both active players in multilateral fora such as the United Nations (UN) and the Organization of American States (OAS). Uruguay’s important commitments to the United Nations Stabilization Mission in Haiti (MINUSTAH) highlight our countries’ commonality of interests in hemispheric security and development issues.
